192 - Katja Bender: Health Financing Mechanisms, Access to Health and Economic Growth
The paper analyzes the comparative effects of alternative health financing mechanisms on economic growth within a two-sector model with human capital. The transitional growth effects of a social insurance system are stronger than those of an out-of-pocket payment system. A private health insurance system ranks 'in between'. If physical capital relative to health is abundant, investments in health have stronger growth effects, which points to the relevance of health investments in particular for developing countries. The relative advantage of a health financing system in the long run depends on the relative amount of investment in health within each system.

Congratulations to Doctor Fanta |
|
After successful defense of his PhD thesis on Tuesday, 17th January 2012, Elias Gebreselassie Fanta from Ethiopia has been awarded the degree of a Philosophiae Doctor (Ph.D.) He is the fourth graduate of the International Development Studies Doctoral Programme and at the same time the second scholarship holder of the Development Research Division of the South African-German Centre for Development Research and Criminal Justice who completed his PhD.
His thesis on "Institutional Quality, Export Performance and Income" was supervised by Prof. Dr. Bender. Second supervisor was Prof. Dr. Löwenstein. |

The IEE compliments Dr. Charlton Tsodzo, who successfully defended his PhD thesis on Tuesday, 20th December 2011. He is the first graduate of the International Development Studies Doctoral Programme of the South African-German Centre for Development Research and Criminal Justice! He wrote his thesis on "The Role of Information & Communication Technologies (ICTs) in Improving Health Outcomes in Developing Countries: The Case of the SimPill Technology & Tuberculosis Treatment in South Africa". The PhD thesis was supervised by Prof. Dr. Werner Voss, the second supervisor was PD Dr. Stefan Karduck.

Conference 'Reforming Social Protection Systems in Developing Countries' |

The Institute of Development Research and Development Policy (IEE) at the Ruhr-University of Bochum, Germany, together with the Federal Ministry for Economic Development and Cooperation (BMZ) and the German Agency for International Development (GIZ) is convening the International Conference "Reforming Social Protection Systems in Developing Countries". The event will take place from 20-21 October 2011 in Bochum, Germany.

Congratulations Dr. Hussain and Dr. Shaikh! |

The IEE compliments Dr. Shafaq Hussain and Dr. Naveed Ahmed Shaikh, who successfully defended their PhD theses on Wednesday, 27 July 2011. They are the first graduates of the International Development Studies Doctoral Programme. Dr. Hussain wrote her thesis on "The Growth Effects and Determinants of Female Employment in Pakistan: A Macro- and Microeconomic Analysis". Dr. Shaik's thesis is entitled "Trade Liberalization, Welfare and Poverty in Pakistan". Both PhD theses were supervised by Prof. Dr. Wilhelm Loewenstein. The second supervisors were Prof. Dr. Ilse Lenz (Shafaq Hussain) and Prof. Dr. Dieter Bender (Naveed Ahmed Shaikh).

190 - Sarah Mölders: Determinanten ausländischer Direktinvestitionen: Fördern laxe Umweltstandards den Zufluss von Kapital?
Im Rahmen der Pollution Haven Hypothese wird davon ausgegangen, dass Länder mit strengen Umweltstandards die Produktion verschmutzungsintensiver Güter in Länder mit weniger strengen Umweltauflagen verlagern. Dies würde für den Standortwettbewerb zwischen Ländern um ausländische Direktinvestitionen bedeuten, dass die Strenge der Umweltschutzvorschriften einen entscheidenden Einfluss auf die Standortwahl und somit auf die weltweite Verteilung ausländischer Direktinvestitionen hat. Da die bestehende empirische Literatur bis-her zu keiner einheitlichen Bewertung der Pollution Haven Hypothese kommt, werden die gefundenen widersprüchlichen Ergebnisse in dieser Arbeit mit Hilfe eines innovativen Datensatzes überprüft und erweitert. Es werden 97 Länder weltweit, die in Entwicklungs- und Industrieländer unterteilt werden, über den Zeitraum von 1999 bis 2008 betrachtet. Sowohl für Entwicklungs- als auch für Industrieländer finden sich die nach der Pollution Haven Hypothese erwarteten Vorzeichen für die Umweltqualität. Allerdings spielt bei der Direktinvestitionsentscheidung neben der Umweltqualität eine Reihe weiterer Faktoren eine Rolle.
191 - Andrej Pustovitovskij and Jan-Frederik Kremer: Structural Power and International Relations Analysis: "Fill your basket, get your preferences".
In this article, we will address current deficits of the study of power in IR by introducing a new concept of structural power. After briefly presenting existing concepts of relational power, of structural power as well as of conceptualizing power as the possession of resources (power-as-resources), we will introduce our concept of structural power as an approach suitable for bridging the gap between existing concepts (by strongly focusing on the importance of the structural level). We will show that structural power has a relativizing character and that it exists detached from a specific, case-related, relation between states. Furthermore our approach will offer the possibility to operationalize structural power, as well as the effects of the concept of interdependence introduced by Nye and Keohane.
